What Is the NISS?
The NISS (Numero de Identificacao de Seguranca Social) is an 11-digit number issued by Seguranca Social (Portuguese Social Security). It identifies you within the social security system and is linked to your contributions, benefits, and entitlements.
While the NIF (tax number) handles your relationship with the tax authority, the NISS handles your relationship with social security. They are separate numbers issued by separate institutions.
NISS vs NIF
- NIF — 9-digit tax number, issued by Autoridade Tributaria (Tax Authority)
- NISS — 11-digit social security number, issued by Seguranca Social (Social Security)
- You need both. The NIF usually comes first because you need it for most bureaucratic steps.
Who Needs a NISS?
Anyone who will work in Portugal — employed or self-employed — needs a NISS. You also need it if you plan to access the public healthcare system (SNS), receive social benefits, or apply for certain residency-related processes.
- Employees (the employer often handles registration)
- Self-employed workers (trabalhadores independentes)
- Anyone registering for public healthcare (SNS)
- Parents registering children born in Portugal
- People applying for social benefits (unemployment, family allowances)
You do not necessarily need employment before you can request a NISS. Foreign nationals can apply independently.
When Do You Need It?
You need your NISS before you start working. Employers cannot legally register you for payroll without a NISS. If you arrive in Portugal to take up employment, this is one of the first steps after obtaining your NIF.
If you are not working yet, you can still obtain a NISS to register for healthcare (SNS) or access social services.
Documents Required
The specific documents may vary depending on your situation. Generally, you will need:
- Valid passport or identity document
- NIF (Numero de Identificacao Fiscal) — see our NIF guide
- Proof of address in Portugal (rental contract, utility bill, or a signed declaration from your host)
- Residency permit or visa (for non-EU citizens)
- Employment contract or declaration from employer (if applying for work purposes)
Get Your NIF First
You need a NIF before you can register for a NISS. If you do not yet have a NIF, read our NIF guide and get that sorted first. The NIF is typically issued same-day at a Financas office.
How to Apply
Option 1: In Person at a Seguranca Social Office
- Find your local office — Locate your nearest Seguranca Social office using the Seguranca Social website.
- Gather your documents — Bring your passport, NIF, proof of address, and any visa or employment documents.
- Visit during opening hours — Offices generally operate on weekday mornings. Arrive early as queues can be long.
- Fill in the application form — Staff will provide a form (modelo) for NISS registration. Ask for help if any fields are unclear.
- Receive confirmation — You may receive your NISS number on the same visit or be told it will arrive by post.
Option 2: Online via Seguranca Social Direta
Foreign nationals can request a NISS online through the Segurança Social website. The normal NISS request can be submitted online. A legal representative can also request it on your behalf. Check the Segurança Social website for the current online process and required digital credentials.
New in September 2026: Combined NIF + NISS + SNS Service
As of 17 September 2026, eligible foreign nationals with an address in Portugal can request NIF, NISS and SNS identification numbers together at participating Espaços Cidadão. The government currently lists 12 locations. This may save you a separate trip to Segurança Social. See our combined NIF, NISS & SNS guide for details, or check gov.pt for eligibility and locations.
Employer-Assisted Registration
In many cases, your employer handles NISS registration on your behalf. This is common when you have a signed employment contract. Here is how it typically works:
- You provide your employer with copies of your passport, NIF, and proof of address.
- The employer submits your registration to Seguranca Social as part of the hiring process.
- Seguranca Social issues your NISS, and your employer informs you of the number.
An employer hiring a foreign worker can also request a NISS on their behalf under the conditions established by Social Security. If your employer offers to register you, confirm that they actually completed the process. Ask for your NISS number once registered, and verify it on the Seguranca Social Direta portal.
For Self-Employed Workers
If you plan to work as self-employed (trabalhador independente), you must register yourself. You will need your NIF, passport, and proof of address. After receiving your NISS, you must also open an activity (abrir atividade) at your local Financas office. See our employment guide for more information.
After Getting Your NISS
Once you have your NISS:
- Register on Seguranca Social Direta — Create an account at seg-social.pt to check your contributions, download statements, and manage your social security account online.
- Register for healthcare — Take your NISS to your local Centro de Saude (health centre) to register with the SNS. See our SNS registration guide.
- Open a bank account — Some banks may ask for your NISS in addition to your NIF. See our bank account guide.
- Keep track of contributions — Once working, check Seguranca Social Direta periodically to confirm your employer is making the required social security contributions.
Common Mistakes to Avoid
- Starting work without a NISS — Working without NISS registration means your employer is not making social security contributions on your behalf. This affects your future rights to healthcare, unemployment benefits, and pensions.
- Confusing the NIF and NISS — They are different numbers from different institutions. Make sure you have both.
- Not verifying employer registration — If your employer says they will register you, follow up. Check your Seguranca Social Direta account to confirm contributions are being made.
- Forgetting to register for healthcare — Having a NISS does not automatically register you with the SNS. You must visit your local Centro de Saude separately.
- Not bringing all documents — Missing even one document can mean a wasted trip. Double-check the list before visiting any office.
Frequently Asked Questions
How long does it take to get a NISS?
If you apply in person with all required documents, you may receive the number on the same day or within a few working days. If your employer registers you, it typically takes a few days to process. Postal delivery of the official letter can take longer.
Is there a fee for getting a NISS?
No. Registration for a NISS is free.
Can I get a NISS without a job?
Yes. You do not need an employment contract to register for a NISS. You can apply independently, which is useful if you want to register for healthcare before finding work.
Can my employer refuse to register me?
No. Employers are legally required to register employees with Seguranca Social. If an employer refuses or delays, this is a serious red flag. You can register yourself and report the employer if necessary.
I lost my NISS — what do I do?
Your NISS is a permanent number. You can retrieve it by visiting a Seguranca Social office with your identification, or by accessing Seguranca Social Direta if you have an online account.
